During this year’s legislative session, the Texas Legislature passed House Bill 3167, which requires cities to implement new procedures for processing land development applications.
Given the significant growth pressures that exist in the Hill Country, the City has worked to balance quality reviews with efficient approvals. With the new law, the City must shorten the time for collaborative review of applications.
The proposed amendments will ensure shorter review periods for these processes. These amendments require additional work by the applicant to create a complete and compliant application prior to submission and filing. These proposed changes are especially important due to staffing and budget considerations necessitated by placing such a strict clock on development applications, regardless of the application’s size or complexity.
The new statute becomes effective on September 1, 2019. The ordinance amendments will be presented at the Planning and Zoning Commission on August 27, 2019, and at City Council on September 10, 2019. There will be Public Hearings on the ordinance amendments at both meetings.

Fees & Charges
The fee schedule for the city shall be interpreted as that ordinance enacted by the city council, as may be amended, which sets out the standard charges and costs imposed by the city. Any reference to the “Fee Schedule” or “Appendix A” of the Code of Ordinances shall mean the current, most recently enacted version of the fee schedule regardless of whether it is published in the Code of Ordinances.
