    Tax Increment Reinvestment Zone Administrator Services

    For Dripping Springs, Texas

    The City of Dripping Springs, hereinafter “the City” will receive sealed Proposals for the following project:

    PROJECT: Tax Increment Reinvestment Zone Administrator Services For Dripping Springs, Texas

    PROPOSAL DUE DATE & TIME: Friday, October 11, 2 p.m.

    DEADLINE FOR INQUIRIES: Tuesday, October 8, 2 p.m.

    TYPE OF WORK:     Tax Increment Reinvestment Zone Administrator services including ongoing administration services for the TIRZ for city council and the TIRZ boards. Consultant would represent the City in the administration of the TIRZ.

    Proposals are due on October 11, 2019, at 2 p.m. Proposals will be opened by City Staff at that time.  Proposals will become public, as required by the Public Information Act, after the contract is awarded.   The selected consultant must be able to commence services on or after November 1, 2019.  This Request for Proposals includes the proposed contract terms/conditions, and a detailed scope-of-work.

    REQUEST FOR QUALIFICATIONS

    “AUDIT SERVICES”

    The City of Dripping Springs is seeking Statement of Qualifications from qualified public accounting persons or firms to provide professional audit services for the City for the fiscal year ending September 30, 2019 with an option to extend the term of the services by an additional two (2) years.  The public accountants, hereinafter referred to as “Applicant,” which have Certified staff and more than three (3) years of experience in audit services as outlined in the SCOPE OF SERVICES section of this request will be eligible for consideration.  The Applicant awarded the contract is referred to herein as “the Consultant.”

    Sealed Statements of Qualifications marked “AUDIT SERVICES” must be submitted in one (1) original, five (5) copies, and one (1) electronic copy (in PDF format) on flash drive and shall be delivered to:

    The sealed STATEMENTS must be in a standard statement of qualifications format, and each statement must include a response to each item in the RFQ in the order given.

  • NOTICE OF 2019 TAX YEAR PROPOSED
    PROPERTY TAX RATE FOR CITY OF DRIPPING SPRINGS

    A tax rate of $0.1900 per $100 valuation has been proposed for adoption by the governing body of City of Dripping Springs. This rate exceeds the lower of the effective or rollback tax rate, and state law requires that two public hearings be held by the governing body before adopting the proposed tax rate.

    The governing body of City of Dripping Springs proposes to use revenue attributable to the tax rate increase for the purpose of transportation improvements.


    PROPOSED TAX RATE

    $0.1900 per $100


    PRECEDING YEAR'S TAX RATE

    $0.1900 per $100


    EFFECTIVE TAX RATE

    $0.1746 per $100


    ROLLBACK TAX RATE

    $0.3106 per $100


    The effective tax rate is the total tax rate needed to raise the same amount of property tax revenue for City of Dripping Springs from the same properties in both the 2018 tax year and the 2019 tax year.

    The rollback tax rate is the highest tax rate that City of Dripping Springs may adopt before voters are entitled to petition for an election to limit the rate that may be approved to the rollback rate.

    BUDGET HEARING NOTICE

    FISCAL YEAR 2019-2020

    The City of Dripping Springs, Texas, will hold a public hearing at the following day, time and place for the purpose of receiving written or oral comments concerning the proposed budget for fiscal year 2019-2020

    Date:     September 10, 2019

    Time:     6:30 p.m.

    Place:    City Hall Council Chambers

    This budget will raise more total property taxes than last year’s budget by $170,790 or 16.16% and of that amount $116,596 is tax revenue to be raised from new property added to the tax roll this year.
