Notice is hereby given that the City of Dripping Springs is soliciting statements of qualifications from professional Public Private Partnership Advisors (P3). 

REQUEST FOR STATEMENT OF QUALIFICATIONS: "TIRZ PUBLIC/PRIVATE PARTNERSHIP ADVISOR SERVICES"

Statements of qualifications must be submitted in a sealed envelope clearly bearing the name of the applicant and address and bearing the words: “TIRZ P3 ADVISOR RFQ.” The applicant must submit one (1) original and five (5) copies of the statement of qualifications, and must include a .pdf file of same content loaded on a USB 2.O compatible memory device.

PUBLIC NOTICE OF PROPOSED ORDINANCE TO CREATE PLANNED DEVELOPMENT DISTRICT NUMBER 8

The City of Dripping Springs will consider a request to enact an ordinance in Compliance with Article 30.03 of the Dripping Springs Code of Ordinances to create Planned Development District (“PDD”) Number 8, which shall encompass the boundary of the property located in what is commonly known as Blue Blazes Ranch, and further establish regulations and guidelines for the development and construction of a mixed-use project and provide for the following: rules; standards; procedures; penalty; and severability.

PDD 8 is located in the city limits north of US Hwy 290 and east of Cannon Ranch Rd, and further described as follows: 35.018 Acres out of the William Walker Survey No. 130, Abstract 475, being all of Lots A1, A2, and A3 of the Replat of Tract A, Vista Ranch, a Subdivision in Hays County, Texas, According to the Map or Plat of Record in Volume 14, Pages 12-13 of the Plat Records of Hays County, Texas.

The base zoning districts for PDD 8 will be CS – Commercial Services for Development Area 1, and GR – General Retail for Development Areas 2 through 5. The base zoning districts shall be the basis for all zoning specifications not addressed in the PDD 8 Ordinance.

PDD 8 will contain a mix of commercial, hotel, office, and residential land uses, in addition to approximately 2.3 acres of parkland and open space. To allow for the mixture of uses in the subdivision, some modifications of the City’s Code of Ordinances may be necessary, including but not limited to, setbacks, lot sizes, building height, cuts and fills, and permitted uses. A copy of PDD 8 is available for viewing at City Hall. The subject property is also subject to the Blue Blazes Ranch Development Agreement, dated October 25, 2013.

Notice of Proposed Rutherford North Development Agreement

A Concept Plan Presentation will be made by the Rutherford North Owner’s Representative during the April 24, 2018 Planning & Zoning Commission meeting at 6:30pm at City Hall located at 511 Mercer Street, Dripping Springs, Texas 78620. A Public Hearing will follow the presentation, during which time all interested persons have the opportunity to be heard regarding the proposed Rutherford North Development Agreement. No action will be taken during this meeting. The subject property is approximately 781.23 acres of land located southeast of the city limits in the City’s extraterritorial jurisdiction, north RR 967 and west of Oak Forest Drive.  

The proposed development will be a master-planned residential community with open space and environmental preservation areas. The proposed Development Agreement will include several provisions, including but not limited to the following: provision of housing; provision of parks, open space, and recreation; environmental and water quality protection; maximum density and impervious cover; outdoor lighting; and signage. The proposed project includes, but is not limited to, the following proposed variances/alternative standards: building setbacks; maximum impervious cover; lot widths and depths; minimum lot area; sidewalks; street standards; and cuts and fills.

A Concept Plan Presentation will be made by the Owner’s Representative during the April 24, 2018 Planning & Zoning Commission meeting at 6:30pm at City Hall located at 511 Mercer Street, Dripping Springs, Texas 78620. A Public Hearing will follow the presentation, during which time all interested persons have the opportunity to be heard regarding the proposed Scott Tract/Big Sky Development Agreement. No action will be taken during this meeting. The subject property is approximately 200 acres located in the City’s extraterritorial jurisdiction, bordering the eastern city limits and Founders Memorial Park.

The proposed development will consist of residential areas, parkland and open space. The proposed Development Agreement includes several provisions, including but not limited to the following: provision of housing; provision of utilities; parkland dedication; environmental protection standards; density and impervious cover limitations and standards; hilltop preservation; outdoor lighting; and architectural standards. NOTICE OF PUBLIC HEARINGS TO CONSIDER

CALITERRA SUBDIVISION DEVELOPMENT AGREEMENT AMENDMENT

The City of Dripping Springs has received a request to amend the Development Agreement for Caliterra. The proposed Amendment to the Development Agreement between the City of Dripping Springs and Development Solutions CAT, LLC for the Caliterra Subdivision, located on Ranch Road 12 in the City of Dripping Springs Extra Territorial Jurisdiction (ETJ) and in Hays County, is for the purpose of relocating an Amenity Center from the initial location as shown on the Conceptual Plan, Exhibit B of the Development Agreement at Lot 9, Block F, Caliterra Phase 2, Section 7 to a different, but nearby location. The desired location is, Lot 1, Block G, Caliterra Phase 2, Section 8. The relocation will make the Amenity Center more centrally located and accessible to future sections of the Caliterra development. 

The City of Drippings Springs will consider the proposed amendment at a public hearing before the Planning and Zoning Commission on March 27, 2018, and at a public hearing before City Council on April 10, 2018. Both meetings will begin at 6:30 PM at City Hall, 511 Mercer Street, Dripping Springs, Texas 78620, giving all interested persons the right to appear and be heard regarding the proposed amendment.

The sealed STATEMENTS must be in a standard statement of qualifications format, and each statement must include a response to each item in the RFQ in the order given. The engineering services requested require that the firm be licensed to practice engineering in the State of Texas and also that it employs active Texas Registered Professional Engineers.

Statements must be submitted on or before 4:00 pm on March 2, 2018. Statements received after this date and time will be left unopened and not considered. There will be an optional pre-submittal meeting at Dripping Springs Ranch Park on Tuesday, February 20, 2018 at 10 a.m. Dripping Springs Ranch Park is located at 1042 Event Center Dr. Dripping Springs, Texas 78620. The City may decide to short-list Applicants, in which case said short-listed firms may be requested to make a presentation at the March 13, 2018 council meeting at City Hall, 511 Mercer Street Dripping Springs, Texas 78620.

PUBLIC NOTICE OF PROPOSED ORDINANCE TO CREATE PLANNED DEVELOPMENT DISTRICT NUMBER 9

The City of Dripping Springs will consider a request to enact an ordinance in Compliance with Article 30.03 of the Dripping Springs Code of Ordinances to create Planned Development District ("PDD") Number 9, commonly known as Farmstead at Caliterra, which shall encompass an approximately 18.532 acre tract located on the western side of RR 12 generally located between Butler Ranch Rd to the north and Blue Ridge Drive to the south, and further establish regulations and guidelines for the development and construction of the mixed-use, master-planned project and provide for the following: rules; standards; procedures; criminal penalties; and, severability.

PDD 9 will encompass a master-planned community incorporating a mix of multifamily housing, and commercial uses. To allow for the mixture of uses in the subdivision, some modifications of the City's Code of Ordinances may be necessary, including but not limited to, setbacks, lot sizes, building height, and permitted uses. The property is also subject to the Caliterra Development Agreement.

The legal description of the property is: 18.532 acres of land out of the P.A. Smith League, Survey No. 26, abstract no. 415 in Hays County, Texas, being a portion of that certain (595.818 acre) tract of land as conveyed to Development Solutions Cat, LLC, by deed recorded in volume 4682, page 342 of the official public records of Hays County, Texas.

The City of Dripping Springs is considering administrative approval of a site development permit application for the The Commons at Dripping Springs Lot 5, located at Ranch Road 12 and Loop 64, Dripping Springs, TX 78620, Legal Lot Description: The Commons at Dripping Springs, Lot 5, Acres 1.23 for the construction of a medical office building with associated standard and ADA compliant sidewalks. A partial sedimentation/filtration and detention pond is also proposed for this development. Announcing Public Comment Period for Proposed Amendments to the Mobile Food Vendor Ordinance

The City would like to announce that proposed draft Mobile Food Vendor Ordinance amendments will be posted on the City website today to be available for public inspection and comment. This public comment period is open until January 12, 2018. Staff will also meet with local business owners and Mobile Food Vendor owners to receive their input, in addition to elected and appointed officials.

City Staff has identified a need to amend the City’s Mobile Food Vendor Ordinance (Code of Ordinances, Chapter 30: Zoning, Article 30.05). Mobile Food Vendors are becoming increasingly common, and as a result, the City has received feedback from citizens and local business owners who feel the impact of Mobile Food Vendors. As part of a larger effort to amend the City’s development-related ordinances, amending the Mobile Food Vendor Ordinance will take part in the first phase.

Staff is drafting proposed amendments to the Ordinance that place emphasis on safety while also creating an enjoyable experience for the community as a whole. Since this has become a topic of interest in the community, the City is seeking as much public input as possible before the Ordinance amendments are considered for adoption.

Below is a brief timeline and explanation of what the City is trying to achieve with the Mobile Food Vendor Ordinance amendments.

Phase 1: Mobile Food Vendors (Completion Goal: Late Fall/Winter 2017 – 2018)

This phase will address Article 30.05: Mobile Food Vendors. It may include a significant rewrite to establish stricter controls on location and timing of mobile food vendors; requirements for mobile food parks including restrooms, landscaping, and other amenities; revision of which zoning districts mobile food vendors can be located in; review of CUP standards and determination of what permits are needed for temporary food vendors. This phase will include significant input from elected and appointed officials, staff, and the public.

January 3, 2018 – Historic Preservation Commission Meeting: public hearing and consideration

January 12, 2018 – Close of public comment period

January 23, 2018 – Planning & Zoning Commission Meeting: public hearing and consideration

STREET CLOSURE NOTICE: CHRISTMAS ON MERCER

On Saturday, December 2, 2017, 6:30am—8:00pm, Mercer Street from Bluff Street west to Ranch Road 12 will be closed to all vehicular traffic.  A portion of the following streets will also be closed :North San Marcos, North College and Old Fitzhugh Road. No Unauthorized Vehicles are allowed into the festival. No ATVs, Golf Carts, Gators, Mules, etc. are allowed on Streets during Event unless approved by City of Dripping Springs. NOTICE OF RATE CHANGE

The City of Dripping Springs has not increased rates for wastewater service for approximately 9 years.  Notwithstanding, by Ordinance No. 1720.13, which was passed and became effective on October 10, 2017, the City Council determined that a 5% increase in rates would be fair, just, and reasonable.  The only changes in the rates are that (1) the minimum usage charge per LUE has changed from $25.00 to $26.25 and (2) the gallonage charge has changed from $3.50 to $3.68 per 1,000 gallons.  If additional information is desired, you may contact  Sarah Holden, Utility & Building Permit Technician (sholden@cityofdrippingsprings.com) 511 Mercer Street, P O Box 384, Dripping Springs, TX 78620, Ph: 512-858-4725.
