CITY OF DRIPPING SPRINGS OFFICIAL REQUEST FOR QUALIFICATIONS

The City of Dripping Springs requests the submission of qualifications statements which will lead to the possible award of separate contracts to provide Bond Counsel, General Counsel; Special Wastewater Counsel; Financial Advisor, Engineering, Surveying, Appraiser for Easements; Reviewer Appraiser services for projects involving Wastewater System Improvements.

The projects are expected to be funded in part through the Texas Water Development Board's (TWDB) Clean Water (CWSRF) State Revolving Fund and/or Drinking Water (DWSRF) program. The services to be obtained for each professional of Bond Counsel, General Counsel, Special Wastewater Counsel and Financial Advisor shall be all legal and financial services, respectively, necessary for the issuance of bonds by the City to the TWDB or other legal sources.

The services to be obtained for the Engineer shall be all related engineering services for planning, design, construction administration, and project management; surveying services; and environmental and geotechnical engineering all necessary for the wastewater system improvements. The services for Appraiser and Appraiser Reviewer will be for the appraisal of certain easements necessary to complete the project.

The City will evaluate the proposals for each professional service to determine which firm in each field has the highest qualifications. Engineering services will be procured based on a competitive qualifications-based selection procurement process. The financial, bond, general and special counsel services will be procured through an RFQ proposal process.

One original and three (3) copies of the proposal must be sealed and clearly marked on the face of the shipping material "Engineering RFQ", "Surveying RFQ", "Environmental Engineering RFQ", "Geotechnical Engineering RFQ", “Bond Counsel RFQ”, “Financial Advisor RFQ”, “General Counsel RFQ”, “Special Counsel RFQ”, “Appraiser RFQ”, or “Appraiser Reviewer RFQ”.

This procurement is subject to Environmental Protection Agency requirements in 40 CFR 31.36. Small, minority, and women business enterprises are encouraged to submit qualification statements for consideration. This RFQ includes EPA established MBE/WBE goals: MBE: CONSTRUCTION 19.44%, EQUIPMENT 16.28%, SERVICES 20.41% AND SUPPLIES 25.34%; WBE: CONSTRUCTION 9.17%, EQUIPMENT 11.45%, SERVICES 13.66% AND SUPPLIES 8.82%.

NOTICE OF TF ARROWHEAD LP (aka Arrowhead) DEVELOPMENT AGREEMENT

Public hearing, consideration, and action regarding a proposed amended and restated Development Agreement (Project DA2018-_____ Arrowhead Ranch) between the City of Dripping Springs, Texas and TF Arrowhead LP (aka Arrowhead).

The proposed Development Agreement will be considered for action by the Planning and Zoning Commission on October 23, 2018 at 6:30pm, and by City Council on November 13, 2018 at 6:30pm. Both meetings will be held at City Hall, 511 Mercer Street, Dripping Springs, Texas 78620. Public hearings will be held at both meetings, during which time all interested persons have the opportunity to be heard regarding the proposed amended and restated Arrowhead Development Agreement. 

The subject property is approximately 374.2 acres located in the city limits bordering Hwy 290 and Tiger Lane, west of Dripping Springs Middle School, and bordering Creek Road at the south end.

The development has started construction and consists of residential areas in addition to parks and open space. The proposed amended and restated Development Agreement will include several provisions, including but not limited to the following: expansion of garden home portion of project; trail locations and parkland dedication; provision of housing; provision of utilities; environmental protection standards; density and impervious cover limitations and standards.

NOTICE OF APPLICATION FOR SITE DEVELOPMENT PERMIT

The City of Dripping Springs is considering administrative approval of a site development permit application for Caliterra Amenity Center located at 227 North Caliterra Parkway, Dripping Springs, Texas 78620 (Legal Description: Lot 1, Block G, Caliterra Phase Two, Section Eight) for sidewalk amendments near the bioretention pond. This site development permit application is scheduled to be approved no earlier than October 24, 2018 after the review of the site development permit application and allowing time for consideration of public comments. PUBLIC NOTICE OF PROPOSED BIG SKY (ALSO KNOWN AS SCOTT TRACT) PLANNED DEVELOPMENT DISTRICT
PD2018-10-BIG SKY

The City of Dripping Springs will consider a request to enact an ordinance in compliance with Article 30.03 of the Dripping Springs Code of Ordinances to create Planned Development District Number 10 (“PDD-10”) with SF-3, Single-Family Residential Town Center base zoning, commonly known as Big Sky (and formerly known as Scott Ranch). PDD – 10 shall encompass approximately 200 acres bordering the eastern city limits and Founders Memorial Park. The City is concurrently considering annexing the property into the city limits, and the approval of PDD – 10 is contingent upon annexation. The City entered into a Development Agreement for the project in August 2018.

 Public hearings will be held at the City of Dripping Springs Planning and Zoning Commission meeting on September 25, 2018 at 6:30 PM and City Council meeting on October 9, 2018 at 6:30 PM at Dripping Springs City Hall, 511 Mercer St., Dripping Springs, TX 78620, to consider the proposed PDD – 10.

 The proposed PDD – 10 includes several provisions, including but not limited to the following: provision of housing; provision of utilities; parkland dedication; environmental protection standards; density and impervious cover limitations and standards; outdoor lighting; and architectural standards. The proposed project includes, but is not limited to the following proposed variances/alternative standards: minimum lot sizes; sidewalks; cuts and fills; residential block lengths; maximum impervious cover; and minimum lot frontage.

Public Notice of Proposed Big Sky (Also known as Scott Tract) Development Agreement

The City of Dripping Springs will consider a request to approve a Development Agreement between the City of Dripping Springs, Texas and William R. Scott.

The City will consider the proposed Development Agreement on June 26, 2018 during the Planning & Zoning Commission meeting at 6:30pm and during the City Council meeting on July 10, 2018 at 6:30pm at City Hall located at 511 Mercer Street, Dripping Springs, Texas 78620. Public Hearings will be held at both meetings, during which time all interested persons have the opportunity to be heard regarding the proposed Big Sky (aka Scott Tract) Development Agreement. The subject property is approximately 200 acres located in the City’s extraterritorial jurisdiction, bordering the eastern city limits and Founders Memorial Park.

The proposed Development Agreement includes several provisions, including but not limited to the following: provision of housing; provision of utilities; parkland dedication; environmental protection standards; density and impervious cover limitations and standards; hilltop preservation; outdoor lighting; and architectural standards. The proposed project includes, but is not limited to the following proposed variances/alternative standards: minimum lot sizes; sidewalks; cuts and fills; residential block lengths; maximum impervious cover; and minimum lot frontage.

Notice of Public Hearings for Site Development Permit and Variances

Public hearings will be held at the City of Dripping Springs Planning and Zoning Commission meeting on June 26, 2018 at 6:30 PM and City Council meeting on July 10, 2018 at 6:30 PM at Dripping Springs City Hall, 511 Mercer St., Dripping Springs, TX 78620, to consider a site development permit application and variance request for SD2018-0013 Driftwood Phase I Golf Course located in the extraterritorial jurisdiction of Dripping Springs, Texas approximately one mile southeast of the intersection of RR 1826 and FM 967 (Legal Description:  Tract 1-522.25 Acres and Tract 2-0.1793 Acres out of the Freelove Woody Survey No. 23, Abstract No. 20, Hays County, Texas). The Applicant has also requested several variances, including the following: variance requesting alteration of drainage area criteria; variance request to allow portions of golf course within the Water Quality Buffer Zone; and variance request to exceed 6-ft cuts and fills.

Notice of Application for Site Development Permit for Ghost Hill Ranch

The City of Dripping Springs is considering administrative approval of a site development permit application for the Ghost Hill Ranch located at the intersection of Ranch Road 12 and Fitzhugh Road, ABS No. 498 Charles Wilcox Survey 19.677 AC, for the construction of a gymnastics studio.

This site development permit application is scheduled to be administratively approved on June 1, 2018 after the review of the site development permit application and allowing time for consideration of public comments.

The site development permit application is available for viewing at Dripping Springs City Hall, 511 Mercer Street.

Notice is hereby given that the City of Dripping Springs is soliciting statements of qualifications from professional Public Private Partnership Advisors (P3). 

REQUEST FOR STATEMENT OF QUALIFICATIONS: "TIRZ PUBLIC/PRIVATE PARTNERSHIP ADVISOR SERVICES"

Statements of qualifications must be submitted in a sealed envelope clearly bearing the name of the applicant and address and bearing the words: “TIRZ P3 ADVISOR RFQ.” The applicant must submit one (1) original and five (5) copies of the statement of qualifications, and must include a .pdf file of same content loaded on a USB 2.O compatible memory device.
